The Village Cash Intensive Program (PKTD) serves as a governmental strategy aimed at tackling two challenges simultaneously: seasonal joblessness in rural regions and the necessity for fundamental infrastructure development, by directly engaging impoverished individuals as paid laborers (Ministry of Agriculture and Rural Development, 2021). This article seeks to analyze how PKTD is implemented in Ampel Village, located in Wuluhan District, Jember Regency, pinpoint factors that promote and obstruct its effectiveness, and evaluate how much the program aids in fostering sustainable empowerment within the community. A qualitative methodology is utilized, focusing on a single case study design. Data gathering involved conducting detailed interviews with 23 carefully chosen informants, making field observations, and reviewing official village records. Data analysis adhered to an interactive model proposed by Miles, Huberman, and Saldaña (2014). Findings reveal that, procedurally, PKTD’s execution in Ampel Village has adhered to the regulatory phases, yet its enactment is hampered by limited administrative abilities of village leaders, inadequate oversight from the Village Consultative Body (BPD), and inconsistency in Village Fund disbursement schedules. Regarding empowerment, the program successfully aids in providing temporary financial support for low-income families and enhancing community bonds, but it falls short of catalyzing long-lasting economic change. The study concludes that the success of PKTD is significantly affected by the village’s institutional strength and the caliber of local leadership, indicating a need for improved citizen capacity development in future program designs.References
